Not sure whats the purpose of MAS SA Express being with CR . It can be given to SA div maintenance and made RSA with some other train or stand alone. Mail and Express should have RSA and both should start from MAS instead of MS. Mail should start MAS at 07:30 the old dadar express slot.
In SR, you can find many such bizarre arrangements.
SBC NCJ daily is a SCR train. PDY Bangalore is connected through a CR triweekly train. No dedicated train by SR in these sectors.
MS SA is CR train. Zero SR train in this route.

i think SR is just lazy to get their own trains, if MS SA was an SR Train, the RSA of Mail and Exp would not have been disturbed, even 12163's PM could be done at BBQ if it was in SR's hands
Both Express and Mail were SR trains earlier. Only Dadar SF was a CR train. A decade back these were moved to CR for maintenance, not sure why.
It would be better that MS SA express gets a dedicated rake, as it could become a 24 cars rake. Now due to RSA, it is only 18 cars rake, and the departure as MS-SA Express is mostly stinking due to immediate departure from MS.
