Goa as a tourist state is absolutely pathetic in terms of local transport.
This is due to the lobby of local cab operators which is supported by the govt that just doesn't do anything.

I need to travel with my dog and had a confirmed AC 1st class ticket with a priority of Coupe filled in at the time of reserving the ticket, sent a request to DRM office for a coupe sending the medical details of the dog along with my PNR, but I didnt get a coupe and had to cancel the ticket and am now stuck despite planning for it so well in advance. Now that the Indian Railway ministry has done so much to make train journey comfortable for users and their pets , will it be kind enough to not hold the decision till the last minute and grant the coupe while booking the ticket itself , so that the people can be 100 percent sure that they will be able to travel and not have to cancel the tickets at the last moment ??

This should be implemented by IR.
After paying such a high fare for 1AC and booking a ticket, you should be allocated berths at the time of booking itself.
IR allows pets only in a coupe so it doesn't make any sense to cancel at the last moment wasting so much money, time and efforts.

Is it advisable to deboard at borivali and catch local as it am taking this as first preference as of now. As it will be Sunday and may not be that rush. From BDTS to khar road by Skywalker and then local will be lengthy and tiring. Guys ur suggestion are welcome.

Most covenient is a cab from BDTS to Dadar. Should charge around 150-200.
Economical and efficient way is suggested by Sagar. I have done it twice to reach Dadar from DEE-BDTS Garib Rath by deboarding at Borivali.
