Because slot at one direction is not free between NFK & KDPR . 15712 can run 3days but 15711 can't run , So 15711's slot needs to be changed then daily run seems possible too

Amrit Bharat stn acheme still a low cost compared to quadrupling , tripling projects . In ABSS only stn buildings , sheds & signages get changed which can cost max to max 100 Cr but track expanding projects require very large amount of money like 500-2000 Cr. That's why approving &commissioning of quadrupling , tripling type of project take a hell lot of time to approve
