The train services were suspended as per request from Bangladesh Railways, NFR release said adding regular services will resume soon after Eid celebration is over, reports PTI. 
In view of Eid celebrations in the neighbouring country, the services of Mitali Express running between New Jalpaiguri in India and Bangladesh capital Dhaka will remain suspended for nine days from July 6, an NFR release said on June 25. The services were suspended as per request from Bangladesh Railways, it said, adding regular services will resume soon after Eid celebration is over in the neighbouring country.

Railways has decided to cancel the services of 13132 (New Jalpaiguri-Dhaka) & 13131 (Dhaka-New Jalpaiguri) Mitali Express from 06th July to 14th July, 2022 due to celebration of Eid festival in Bangladesh," the release issued by Northeast Frontier Railway (NFR) said.
"Bangladesh Railways has requested Indian Railways to cancel the trips of Mitali Express in view of the Eid festival," it said.
The train service between New Jalpaiguri and Dhaka Cantonment railway stations was flagged off on June 1 this year by the railway ministers of the two countries. Passenger train services between India and Bangladesh had resumed last month after two years of gap due to Covid-19 pandemic, the release added.

officers applying for 36 key posts such as chairman, member, or general manager (GM) will now have to take an "emotional intelligence" test, according to a senior officer privy to the development.

The online tests will be administered for the first time in the upcoming empanelment process to fill up one dozen vacant posts of GMs, the officer said, adding that test scores will determine whether the selected officer would be posted for operations or in an administrative job.

A GM, for instance, needs to undertake high-voltage field work whereas the equivalent post of director general of National Academy of Indian Railways (NAIR) is considered more an administrative or desk job.

"EQ (emotional quotient) test is made mandatory for selection to 36 top railway posts as part of our new empanelment process notified last month. It will be an online test for about 15-20 minutes. This tool will be used to assess personality and role fitness," the officer said, requesting anonymity as he is not authorised to talk to the press.

The railways in a board resolution in May 2022 said it had decided to merge seven secretary-level posts, including railway board chairman and members as well as 29 posts, mainly GMs, to create the Indian Railway Management Service (IRMS) at the top of railway hierarchy. The resolution further said IRMS was created in pursuance of the cabinet decision taken back in December 2019.

The board resolution was published in the Gazette of India on May 27, 2022, and hence, it is in public domain. The resolution's annexure contains a guideline that mentions that there would be a "psychometric assessment" to judge emotional intelligence of applicants in addition to weighing in their appraisal reports as well as feedback from peers.

The guideline also noted that the EQ test would be conducted to assess personality of an officer on five scales: self-perception (an awareness of one's strength, weakness, ambitions etc.), self-expression (assertiveness, independence of thinking etc.), interpersonal skills, decision-making and stress management.

Indian Railways employs over 1.2 million people, but this test has been made mandatory only for its 36 top managers so far. "As the Railways values emotional intelligence of its officers, it is likely that such modules could be extended for selecting DRMs too in the near future," the same officer added.

In the most recent past, the railways have witnessed significant changes in their rail network system as well as the equipment. One of the most recent developments includes the induction of the Vande Bharat trains into the railway system. It is to be noted that these trains are more advanced compared to the regular trains that the railways operate.

Based on the earlier reports, the Indian government wants to induct 75 of these trains into the railway network by August 2023. According to the budget provision, a 16-coach Vande Bharat train is anticipated to cost Rs 120 crore. Moreover, these semi-high-speed rails are capable of travelling at an average speed of 160 kmph.

In addition, the rail network of the Indian railways has also been involved significantly in the complete electrification of various zones. To be specific, the Eastern Railway achieved complete electrification of the 2,848-kilometer network of Eastern Railways. Adding to it, they hard earlier achieved complete electrification of the Konkan Railway zone.

The development of the Indian Railways also includes technological developments. To name a few, there have been advancements in the Remote monitoring and management of the locomotive system (REMMLOT), tracking train status, SMART coaches, Data Science, use of QR codes, among others.

Delhi Metro "could reduce the average travel time between zones and metro stations."

The study was carried out at three different levels -- the measure of accessibility, the policy for accessibility, and the relation of accessibility with MMTS. MMTS explores the coordinated use of two or more modes of transport for safer, faster, and more comfortable movement of passengers in urban areas.

"Traffic congestion and environmental conditions of Delhi are degrading continuously, and to improve the situation, a sustainable Multi-Modal Transport System (MMTS) with high accessibility must be explored," the study said.

Due to an increasing population and migration of people from nearby places to Delhi for work, education, and business, the city roads, and the environmental condition are becoming worse. To improve accessibility, it is required to make a policy revolving around accessibility.The paper also discusses the policy that "accessibility will be improved by expanding the metro network and by making the metro available within walking distance." 

"With the improvement in accessibility through the metro, air and noise pollution will reduce due to a reduced congestion on roads as commuters will prefer MMTS," it said. "From these study results, we can conclude that the use of policy for accessibility for planning a city like Delhi will help in the development of the city sustainably," it added.

Under the approved segment of the ongoing phase-IV project, 65 km of new metro lines shall be constructed across three different corridors comprising 45 stations. These new sections shall provide inter-connectivity among the already operational lines of the Delhi Metro.

According to the government, the Mukundpur-Maujpur, R K Ashram-Janakpuri West, and Aerocity-Tughlakabad corridors were approved by the Cabinet. The work on phase IV had begun in December 2019 with a groundbreaking ceremony but was hit after the outbreak of Covid-19 in Delhi in March 2020.

In the paper, a "policy to improve zone-to-zone metro accessibility for work purposes is discussed and the relation between multimodal transport system with accessibility" was studied, using software models. It was observed that by additions and extensions of metro lines, transport accessibility is greatly improved. The study also shows that the "percentage of zones in Delhi with higher accessibility level could increase from 5 to 13.88 with the implementation of phase-IV of the metro." 

In addition, the implementation of phase IV could reduce the average travel time between the zones and metro stations. It will also reduce the travel time between the metro stations substantially (for the zones covered in the study, the average travel time is reduced by 23.63 percent and for the stations, it is reduced by 17.73 percent), it said.

Besides, the study can be extended by using the metro fares as a parameter. "Delhi metro fare is high and it will be higher after the execution of the phase-IV metro plan. This might restrict the lower income group and students to prefer the metro," it said.

Also, the availability of a metro within a walkable distance and a safe environment for pedestrians are needed to improve metro accessibility, the researchers said.
