Firstly, There's a difference between Proposal and Official Time Table.
Secondly, for how long do you think this train would be able to skip constituency represented by a Cabinet Minister ?? Stoppage is inevitable. Unless the minister himself is having beef with Railways considering he's having Aviation Ministry as his portfolio direct competitor to Railways.
Thirdly, there's no way to skip Jhansi. It's a technical requirement. Even if it isn't a commercial halt, there would be a technical halt. Even Yeswantpur Delhi Sarai Rohilla Duronto has a technical halt at Nagpur. Divisional Headquarters...

Not every Division is like Pryj that still allows SF to skip it.
Prayagraj division is least bothered about stoppages.

Shatabdi gets more passengers on Saturday and Sunday in comparison to other Days.Saturday off day of Vande Bharat is not good.ideally Wednesday or Thursday should be off day, if it is required.5:40 AM departure from RKMP should be changed to 6:000 AM for better occupancy. Similarly 2:40 PM departure can be changed to 3:00 PM .So that it arrives at 10:30 PM at RKMP.

originating Trains has been reduced and overall passenger footfall is very less here.indore & Dahod intercity now start from Bhopal.All this infra and lounge requires more trains otherwise it is if little use.Originating train helps is larger footfall/train
For Trains you need platforms , Pitlines not world class station
Pitline work not completed in two years.The real infra is lagging behind here
