Goa and Maharashtra are culturally South. Ancient Tamil texts described anything to south of Narmada/Vindhyas as South India. Dravida Pancha includes Maharashtra in South India. Culturally Maharashtra and Goa are more towards south than north. Telangana+AP, Karnataka and Maharashtra has very similar culture. First marathi/konkani inscriptions were found at Shravanabelagola in Karnataka. Similarly there are many Kannada inscriptions in MH. MH-GA-KA-TC-AP are so culturally similar that their new year falls on same day (Ugadi, Samsar Padvo, Gudi Padva). Historically KA and MH were never different entities. They share almost same history, deities, and has highest cultural exchange then TN or Kerala for KA & Gujarat or North india for Maharashtra. MH and KA are more like sister states. Though this has nothing to do with railways, I just justified the existence of KR in this poll with reference to History, Culture, Geography with my point of view.
