truth speaking there are some seats available for high official in every class like MLA, MPs, IPS...CID etc.....if they get WL399 on chart preparation last moment there tickets get confirmed which is the internal procedure to request to railway officials........you may check high official quota seat availability during seat availability option just changed the general option into high official option......( even their families or out of families can avail this facility except they should have defined contact with high officials..........12149 PUNE PATNA EXp......high official seat availability anytime are SL 108, 3AC 28, 2AC- 18

My father travelling in this train from mughalsarai to katihar tonight but this train were late by 15 hours he has tatkal ticket and he wanted to cancel the ticket because of so late schedule if he cancel his ticket will it get refund......if no what is the other option....please reply fast
