This is only 10% of overall cases of ticket-less/irregular travel which were caught and penalized. In most of the cases, TTE take some bribes and leave the case unregistered resulting in making good money by the TTE. If railway introduce Token system like in Metro's at every Railway Stations for Entrance and Exit then Ticket-less Traveling will be eliminated. The Cost of installing Token System is much less than the Loss incurred due to Ticket-less Traveling.
