Going by current scenario in which freight overtakes superfast and trains are canceled for giving their dedicated slots to freight trains railway will achieve this much earlier but will loss equal amount of passengers to road travel.

It won't alter much. Since frieghts produce so many time more revenue than passenger trains, it hardly matters and in place of that more frieghts will produce more revenue.
