I think most of the special train start by SER from RNC and TATA will run empty because choosen of wrong routes i.e RNC-IPR , RNC-BGP, TATA-PNBE, TATA-BSB etc ..
There are no sense to start spl. trains on these small routes.. Better SER would start long distance spl trains. RNC doesn't have direct connectivity with LKO.. so on experimental basis RNC-LKO might be start in place of RNC-IPR..
Same from TATA, train for BSB and PNBE not require on the same route via gmo-gaya.. Better TATA -PNBE would run...

SER should focus on starting long-distance special trains instead. RNC doesn't have a direct connection to LKO, so they could try starting RNC-LKO as an experiment instead of RNC-IPR. Similarly, for TATA, the trains to BSB and PNBE shouldn't run on the same old route via GMO-GAYA. It would be better if TATA-PNBE goes via DHN-JSME up to BXR and TATA-BSB should go up to GKP or LKO. While other zones have started long trains to Mumbai, Delhi, Bangalore, Chennai, SER is still stuck with short-distance routes.
