Great decision
If people have problem with others diet habit they should simply stop travelling in public places, for someone's personal problems decisions like this shouldn't happen. Even I've problems with multiple things that doesn't means it should be banned. You're living in a country with 1.4 Billion people, adjust or book your private car for Vaishno Devi.

In Shakti/Devi tradition Meat isn't something of a sin but is consumed, Shakti Tradition is followed a lot in Bengal area, they eat meat in Durga Pooja too. Nearly all Bengalis including Brahmins are non veg. So this decision doesn't makes sense by that point of view but I think it's not something of a big issue.
Btw don't you think if non veg is banned here, we should ban Garlic/Onion in Train's foods that are going to Jain sites and provide Halal food in trains that are going to places like Ajmer?

I think this train isn't specific to any Hindu tag, of course it runs to Katra but doesn't have any religion tag. So by going with that logic we should ban garlic/onion in trains that are terminated or originated from Varanasi because 4 out of 24 Tirthankars were born in Varanasi?

Bengal is the region where Shakti - Devi tradition is followed the most if all over India is counted, 95+% of Bengalis are non veg including people like Brahmins. Meat eating is also allowed during Durga Puja and is even consumed so why can't Bengali Hindus ask for their right to eat non veg?
People connect that in Hinduism non veg is a sin but in various places non veg is near to necessary to be made on Holi and we very well know how much famous "Bali" or sacrifice is in our religion.

In our constitution (thanks to religious courts) Muslim girls can marry at the age of 15 and Muslim men's can have four wives, it's banned for rest of us.
This law doesn't makes sense and as you're most probably a sensible person you'll also oppose this point.
So why ban meat or beef? Our country should follow hard secularism and ban making laws over religions. I'll support the government if they'll bring UCC No meat or beef ban and no Sharia.
