2-year lease was the initial deal, and BD never actually wanted these locos permanently. They just wanted these to bridge the gap, as you rightly said. But, it is IR who is giving these locos for free permanently as per their own wish.

Sectional Speed is 130 kmph in whole division. After that, it is up to the division to allow trains at that MPS or not. There is no technical reason behind it, if I remember.
