Mein bhi last week suna tha ki SER HTE-TATA aur ROU-PURI passengers k upar thora atka hua tha ki inko Exp karna hai kya..... under discussion tha
aur HWH-BHC ko exp karna hai kya ispe bhi sayad Thursday ko discussion chal raha tha ki isko exp karna hai kya...but aap jab bol rahe ho ki iska fixed ho gaya then later final ho gaya hoga iska bhi.....

As you know in whole SER networks there is mainly 1 MEMU Carshed at Kharagpur.
1. The rakes of KGP-RNC MEMU has PM @ KGP and it has RSA with RNC-Tori MEMU. So, if KGP-RNC MEMU gets converted to Express then RNC-Tori MEMU rake cannot get a PM. So, KGP-RNC MEMU PGR although it has more than 200 km of travel distance it is not converted to Express.
2. For CKP-GMO MEMU, it has similarly has a RSA partner with 8 more trains. There also the rake gets PM @ KGP carshed....

For that these RSA brings the rake to KGP Carshed for PM. Also CKP don't have usable Pitlines to do PM for an Express train rake. And as per the present TT , the rake cannot be done PM@ GMO. So, this train cannot be converted to Express due to lack of pitlines at CKP.
Also looking at the present TT of CKP-GMO MEMU pgr , extension of this train to ROU not possible. On the other hand a separate CKP-ROU Saranda MEMU already running which has RSA with this train also, giving another pgr train with odd TT is not possible.

Your suggestions are good and useful. But CKP don't have Pitlines in use now, also there is no MEMU Shed in CKP Division. Only MEMU Shed in full SER is in Kharagpur. Every MEMU trains in SER runs with such an RSA link so that every rake goes to KGP MEMU CARSHED atleast 1 or 2 days in a week by someway. Your suggestions are:
1. ROU-TATA MEMU: This train is in a discussion stage, it will have RSA with some TATA MEMU and with lie-over RSA with ROU-JSG MEMU. 2 rakes will be needed. 1 rake will be of JSG-ROU MEMU and another rake with dome TATA MEMU required. This proposal is very good and much needed one.

CKP-ADRA MEMU: This MEMU you as a local railfan thinks is needed. Good suggestions. But rake RSA with some Adra MEMU is to be thought. ADRA-Barabhum MEMU if you want to extend to CKP another rake will be required.
3. CKP-DPS/BBN/KDJR MEMU: MEMU rake is again a problem here. RSA with some trains to be discussed. You proposal as a local railfan is good.
4. CKP-RNC ICE: Feseability needs to be studied, although a train is definitely required between these stations. Again CKP don't have Pitlines in use, rake is required from Ranchi. This kind of proposal i heard earlier also don't remember exactly where. HWH-CKP Pgr lie-over rake can be utilized here i think to run CKP-RNC Exp as unreserved Express. But TT needs to be checked if possible. I liked this proposal of yours. But RNC Division needs to accept on this based on platform availability at Ranchi in this time. Otherwise, Ranchi has to provide a rake for this train.

SER had Pitlines at Chakradharpur, Jharsuguda, Bokaro Steel city. SER destroyed these pitlines by not using them. I feel atleast Pitlines at Chakradharpur and Bokaro Steel city needs to be kept functional. If CKP had usable pitlines, many Intercity exp trains within Jharkhand and also Orissa part could have been runned using rakes having base at CKP. Too much dependency on HTE, TATA CDO would not be required for ICE type trains. As HTE, TATA CDO has many long distance trains so CKP could have handeled ICE type trains within Jharkhand and Orissa regions.
