I have a question if , 13426 is having halt at Raigarh, why 13425 doesn't have a halt at Raigarh, on what basis railways decide halts, Down one stops at a station but up one doesn't

Yes, that's what while searching on IRCTC I am unable to book tkt for 13425

It was temporary halt, which is now permanent for 13426, but why 13425 is not being reflected only railway knows.
