One day before the departure date, common passengers must apply for HO quota by submitting an Emergency Quota (EQ) Form to the Chief Reservation Supervisor, together with all supporting documentation of the emergency. A gazetted officer must also sign this application. Following receipt of the application, the divisional/zonal office receives its information, and the ticket is confirmed upon approval.

Aapko tab crowd pe dhyan dena hoga. I hope people are still having moral values to not capture sr citizen seat otherwise I am speechless on this matter. If you and ur co-passenger get troubled by crowd and unfortunately you don't got ur seat, feel free to complaint to rail authority better to complain on consumer court (more chance of winning).
