One TV Channel announced : "Railways will stop the "stoppages' recommended by Members of Parliament.

Commercial Justification ( Sale of tickets Average Per day Per train with 40 Minimum in Sleeper Class For Minimum Distance of 500 Kms ) and Operational Feasibility are the Criteria.
If 'Stoppages' are stopped, as IR says, the benefit will go to private buses operators, with more inconvenience to passengers.
Small station halts avoided means :
A: alighting passenger, who needs stop at XYZ will have to do so at previous halts say ABC. Now s/he will travel from ABC to XYS either by any connecting train or go by road. Same will happen in reverse order when passenger is boarding the train.

All stops should not be removed. Some remote places will be there where people boarding the train will be less but its the only option for them.
while inaugurating the Katra Railway station, PM declared 'integrated ticket where passenger need not buy three tickets ... where he needs to buy bus tickets separately.
