in daylight, anyone can see returning goods wagon from delhi jabalpur side to jharkhand side going and every bogie having 20-30 kg coal left of powdered coal are stolen by mughalsarai thiefs when the goods train wait at signals there to get passage back towards jharkhand, these as-soles, even don't close the doors of wagon after stealing the remaining coal from the bogies. Anyone standing in mid of footover bridge can see this at mgs.
The railways only pay importance to up direction trains fully loaded with coals and doesn't pay attention to downside almost empty coal rakes and hence no one considers that the doors can be opened without any purpose. they thinks that doors must be locked at coal delivered...
