running EMU's is a loss making business, and IR is trying very hard to avoid anything that makes loss, even if the need for local on panvel-roha-mangaon stretch is a very old one. on thal line it is freight they'll be operating, roughly 8-9 freight rakes per day in one direction (16-18 when counted both way) so they'll obviously rake in lot of money there, hence the speed at which the project is progressing.
frankly speaking, I also expected IR to run atleast one additional DEMU on Panvel-roha sector once doubling happened, but then when was the last time in past few years that railways acted in the best interests of people??? these are the same people who waited for 20+ people to die before finally building a new FOB on an area where many were demanding it since years.
probably we should ask them to run humsafar, then they'll oblige :P
