ICMR took lot of time to allow private labs to do testing, ICMR coudnt agree on standard operating procedure within short notice...

ICMR wasted lot of time in rapid anti body tests, many many days were spent plannig approving and procuring rapid anti body tests even though the rapid anti body tests were unreliable globally.... this is where the cases piled virus spread and battle weakened
Then what about who can't travel in Rajdhani trains due to Financial Condition

How passengers will reach station to catch trains who don't have personal vehicles? Is there any other plan for them thought by govt?
