MPS was never a deciding factor in IR. It has always been the allotted Time table. Higher MPS simply allows them to cover delays and gives them the option to speed IF they want to do it.
That said, SR just owns the rake of TN and doesn't have unilateral control on its schedule. For trains crossing multiple zones, all the involved zones have a say in the schedule. The zone maintaining the rake doesn't get any special privilege.
