Bilaspur dominated the scheme of things in railways even before SECR was formed. In SER era, when Jharsuguda to durg and bsp to katni were under its control as a div hq with top 3 revenue generator in the country, raipur with 4 pf, didn't even had a parking line for idle rakes, least to say any administrative office.
It's like the case of Jhansi and agra/Gwalior.
And I don't know why this issue of BSP rajdhani pops again and again here on IRI. Bilaspur people didn't demand Rajdhani but just want frequency...
