Mumbai suburban rail is cray cheap, less than a rupee per kilometer! Second class fare is a joke, doesn't even cover the maintenance and traction bills! Upgrading to a higher class is necessary for the railway to make some money! The railways gotta up their game, improve the service and charge like metro fares in urban areas and offer cheap 2nd class fares for regional passenger trains. They need to use some math, switch up the seating arrangements, and fill up those seats in this class to make it work.
