Its not the case.... there is no rule that all the trains should originate from Division head office. I accept all these days Gulbarga was not a terminous hence it made sense for technical perspective the trains originated from Solapur. Now, gulbarga is getting pit line (26 coaches)... and there is no need to extend empty Solapur Yeshvantpur till solapur as from gulbarga it goes empty till solapur.... ANd yes Basava runs empty not from solapur but from Gulbarga to Bagalkot .... even there are very few passengers from Bangalore till Solapur.... so make Basava a hit train.... it need to be deviated from Hotgi itself and it can run till Bagalkot which will save about more than 1 hour and passengers of Bagalkot and bijapur will get benefited.
All this trains (22133,17308,16536) are basically for Karnataka people for going to there capital city Banglore.
For Solapur, Mumbai is a capital and only one dedicated train (12116) is running on this route, others comming from south are of no use as they are full from south itself.
Passengers from Solapur is demanding more trains towards Pune, Mumbai, Kolhapur and Nagpur(No direct train until except slip coach) for connecting Maharashtra and the result is every year one new train started towards Banglore.

Yes if we agree that 16536, 22133, 17308 are basically for Karnataka people.... then why they are not terminating in Bijapur, Gulbarga itself ? if they are made to terminate in Karnataka itself SUR can start new train using their pit line for Solapur to Mumbai. And everyday there are about 25 trains from Solapur till Mumbai ... so it caters both the needs of SUR people and Karnataka people right ?
Infact its better a new division in Gulbarga is created... as soon it will have all facilities which is required for Div off so that it helps both people of Solapur and Gulbarga ....

B'coz Solapur is main City which connects to Pandharpur, Tuljapur and Akkalkot.
