They decided to start it from Jalna even though Jan Shatabdi was already packed coz they aim to expand it to Nanded later. No point extending from Aurangabad as that's a full house. Doing so could stir up political drama. But in Jalna, they can blame low ridership and low ticket sales. Nobody wants to miss out on running a Vande Bharat train, Nanded just needed electricity. So, they launched it from Jalna to avoid losing the train during elections.
