One of the major objectives of design of T18 was faster acceleration and deceleration so that travel time is less depite multiple stops. So if shatabdi is replaced by T18, it makes sense to add more stops without compromising on travel time.

The whole purpose of designing a train with fast acceleration and decelartion is that it can make halts and still not spend much time. If it does not use its intended feature, better send a regular train (like shatabdi rake) and still achieve the intended running time between delhi and katra. Vande bharat can be used for trains which have frequent halts but can improve the running time despite halts.

Infact they can do one more trip Mumbai-Pune-Mumbai in the idle period with same running time. As it is there are no train between 8:40 to 12:10 from CSMT to Pune and no train between 9:35 and 15:15 from Pune to CSMT. This train will perfectly fit to fill in this gap.

If you have WL which is not confirmed, how can there be vacant seats/berths in the train? Or if there are vacant seats/berths, how can eligible passengers remain WL? Only remote possibility is when confirmed passengers dont turn up, but then it takes a few hours to conclude on that.
The facility is useful for passengers planning their journey at last minute to decide whether to attempt a particular train or not.

All charts are anyways public. If you see many trains have many vacant sections of berths despite long WL. The attempt is to make this information public and help passengers to get one of those. So not necessary that only start to end station seat is vacant means berths available, even availability of intermediate station means berths available, and the number per train is many a times big.

Waiting Lists like GNWL, PQWL are not shown. Only vacant berths are shown across all 4 type of quotas - GN (Start to End), PQ, RS, RL. It also includes vacant berths from previous charting station forwarded progressively to next charting station for online booking.
