As of now about 5000-6000 D-locos are operating in IR
About 5-7 years required to replace these locos
By that time all P1, P4, G5, G7 will be out of service, to replace those numbers, 2-3 more years required
Also number of trains are increasing day by day
New
...
technology like push pull requires more locos
So it is wrong to say manufacturing unit will idle after some time

There are still shortage at some zones for electric locos. IR is expanding its electrification footprint at a faster pace. Plus after some years slowly slowly WAP1, WAP4, WAG5, WAG7, WCAMx series will be needed to be phased out gradually. So their replacement also needs to be taken care off. The most important DDFC, there too freight locomotives of high HP is required. Many zones are yet not having a single ELS e.g. NWR, NFR. So they also need fresh allotments. So yes sir Elocos are required in 1000s including passenger & freight.
