You are seeing so much vacants but in reality all those seats will be occupied with unreserved tickets because currently labourers are laying from 2-3 days in station like Saharsa,Purnea,darbhanga for going to Punjab mostly are workers they are not well informed and mostly just took general ticket to travel.

But it is loss of revenue.
IR really needs to be good at planning for optimum utilization of resources.
