I have gone through all the discussions. Both WAP 5 and WAP 7 are my favorite Locos in IR. So I share you my experience.
First I give you the weight of 3 Locos

WAP-5 is the lightest Loco in IR with Bo-Bo wheel arrangement(4 wheels in each axle of the Loco 8 in total). This Loco has a Potential speed capacity of 200 km/ph In test runs it clears 180km/ph.(WAP-7 also clears 180km/ph in test runs) Now this WAP-5 is the 1st Highspeed Loco of IR. It is the lightweight loco so it can clock speed very easily. But if you use WAP-5 for 24 Coacher then it's acceleration rate will fall as because the weight of this Loco is suitable for hauling 18 rakes in maximum.
On the other hand WAP-7 is a variant of WAG-9. Except the gear ratio it has no difference with it's parent loco WAG-9. WAP-7 is a Weighty Loco with CO-Co wheel arrangement(6 wheels in each axle of the Loco 12 in total) and it's a more stable loco when compared to WAP-5 as because you can use WAP-7 in all regions of IR same as WAG-9. But WAP-5 can be used in plain areas only. It can't be used in areas with gradients effectively. That's why WAP-5 are currently allotted to Vadodara only. On the other hand WAP-7 and WAG 9 are fit for all Rail Routes of IR whether it is plain or Gradients.
WAP-5 is a seperate Loco altogether and WAP-7 is a separate Loco altogether.
But as a Loco Fan since 1990 and as per opinion of the Experts of RDSO of Indian Railway:
WAP-7 is more dependable than WAP-5 that's why if you analyse the production figures of CLW now you can see WAP-7 and WAG-9 are the two 3 Phase Variants produced Largely by CLW whereas WAP-5 production is very few.
WAP-7 is the only Loco which can be used in place of IR's DC Passenger Loco WAP-4(Weight of WAP 4:123 tons with CO-Co wheel arrangement like WAP-7 & WAG-9(Since 1994). Not WAP-5.
Currently we have 227 WAP-7 622 WAG 9 and only 87 WAP-5 Locos in Indian Railway.
