What is HO Quota and how can we get easily reservation in the morning after 8 am in Tatkal Quota ?

For you to be no.1 at window when it opens, you must be in queue before any one comes and at various places queue starts early, like sun rise time differes in various places, people too start at different times. some start at 6 am , some at 5 am, some at 4 am. and some may just sleep whole night at station to ensure their postion.

There is no chance for us to book a ticket from IRCTC Website, What Railways is taking steps in order to resolve this concern since it is a major failure for those Railway PRS is little far away ?

Tatkal Only Trains which get a talk before Railway Budget but failed to get mention in actual Bidget is probabbly a good solution for this Tatkal Madness.
