If the government does something, it shows up, and if it doesn't, it still shows up. If the government is deploying 8 coaches, what's the issue? It's better than having a completely empty 16-coach train. And if they are saying they can do 75, it's still better to have at least 8 than nothing. In my opinion, starting with 8 coaches is the best approach, and if there is demand, they can always extend it later.
