I am in favour of increasing 3rd AC coaches in trains in which AC class become in waiting before 30 days of travel.

is not possible to provide confirm ticket for sleeper class for those because people has started booking tickets in sleeper class for 100km as well and Indian Railway is not supposed to use for such passengers.

Before forcing anyone to book in Tatkal or in premium tatkal, it is always better to give him opportunity for book in 3rd AC.

I am not in favour of this train because Sealdah Duronto is already there for AC passengers

a beggar do not accept less then 10 Rupees now a days who used to happy after receiving 1 Rupee earlier.

Still if someone is that much poor then he/she can plan their travel in 3 months advance and book is sleeper class.

It is not good to ask a youth to not attend immediate interview so a poor can travel.

Also as you said 40% who can plan are not the only ones who plan for AC class. So if there is 2 sleeper class coach then how it's justified. They pax booking in sleeper don't have even chance as it will fill quickly.
