Kindly anyone please explain me regarding the Two Panto-graphs present in E-Locos. I mean when these two are used at which situation or weather ?
By which Panto does the Loco can achieve much greater speed and acceleration or else both these are same only ?
Can these two Pantos be used alternatively when needed ?

i doubt they had trouble in changing the panto, it was more due to what happened when rear panto was raised. the tree branch which caused the problem apparently shorted the connections at top of the loco and when the panto touched the huge in flow of current simply blew up the whole insulator (happens in many places where electrical connections carry huge amounts of power) and must have most likely cause the VCB to trip.
That VCB trip was probably why they were playing around with panto, as VCB trip isn't something that is supposed to be taken lightly in case of locos; once the cause is realized and taken care off they simply proceed on forward panto.

Are the Loco-Pilots allowed to do , here as they were trying to "Play around' by Hand to remove the stuck up tree branch with a simple pipe ? Are they allowed to try for repairing or alteration of Locos ? Shouldn't the repairing or maintenance be solely allowed by technicians or ELW personal ?
And how much time total takes for a Panto change over ? That is from Rear to Front panto.

LP's are supposed to do troubleshooting on their own as far as possible to avoid hold up of line.
few minutes, as they would have to disconnect the supplies.
i remember reading once that when they go cross NZ they just simply have to press a button to disconnet the supply and then press it again to reconnect it. if that's the case then few secs.
