While ECR is busy playing "Terminal- Terminal" in Patna, the most fascinating thing I noticed in Bihar is not a Single City in Bihar has Multiple Terminals in City limits (Except of course Patna), the most obvious answer to any CONGESTION problem is solved by either changing Terminals (in Patna) or by extension of trains to other cities (mainly Jaynagar), construction of another Terminal is never even seen as an option.
Cities in Bihar may not be metropolitan or highly developed, but they DO have REALLY HIGH DEMAND, they can't always depend upon trains from other Zones to fulfill their needs.

Migration is a long term need and due to current political scenario quite unrealistic (sadly), but problem of Railway Connectivity needs to be solved NOW.
