Already an antyodaya was announced in budget with same time table but it never materialized even as nwr had an an free antyodaya rake. Also, this one is more beneficial for public and railways alike than antyodaya , so should be regularized soon

The way zones like WCR and NWR have been needlessly extending their special trains tenure instead of regularizing them it requires some genuine local political pressure to save money from people's pocket. I am in total accordance with you. But the fact is that, the processes, feasibility studies and demands are no longer served in Railways. Its all about money. And political appeasements.
