Not only that, even if you want to travel to different places in Kolkata they would charge. Recently I got down from 12020 and booked an Ola cab(showed ₹408/-). While I was waiting waiting for the cab, I was approached by many drivers including those who worked in Ola, and told me to pay ₹550-₹600/- for the same journey.
They even told me that what the ola app shows is different then what actually I would have to pay. They asked Am I ready to pay what ola would show? (Generally he said the app will show way higher price when the journey gets completed) . To this I said yes and he ran away.

Either use the paid taxi stand (you can use the new complex one, there the crowd is less but mind that taxis are also less there) present both in HWH old complex and in the new complex of Howrah Junction.
OR book through Ola. Don’t pay any parking charges they’re already included in the fare.
Sometimes they even ask to pay for the parking at HWH parking.
