Firstly, deep apologies for the misinformation and confusion. A wrong statement was made in the earlier post. The entire episode was a glitch in the system. This is what happened.

1. We are using (Blog Ratings + Confirmed TL Counts) to assess Rating Score - NOT just the sum of Blog Ratings. Only members with a Rating Score > 100 may add...
more... TLs, provide Red Flags, etc. It was MY error to assert that brand new members can add TLs. Brand new members with a Rating Score < 100 CANNOT add TLs.

2. The above member's Rating Score was calculated wrongly due to some computation error - some deleted Imaginary Train TLs were included in the calculation of Confirmed TLs, which made Conf TLs = 111 for the above member, making the Rating Score > 100. Due to this, the member was able to provide Red Flags and add Regular train TLs. It is NOT the member's fault, but the system's fault.

The glitch has now been fixed. This member's Rating Score = 3. He does NOT have privileges to add regular TLs. Also, the Rating Score definition has been fixed in the member profile. (see screenshot).

Meanwhile, the above member is under SW till such a time that he clearly understands the process.
